Robbers Killed Two Policemen, Stole $.4m -Rivers CP

The Rivers State Police Commissioner, Mr. Tunde Ogunsakin, said on Tuesday that a group of armed robbers that ambushed and killed two policemen in Port Harcourt carted away a cash sum of $400,000 (N60 million).

Ogunsakin lamented that the incident occurred because the banks were always in the habit of using policemen on guard in their offices as escorts without protective equipment.

Speaking during a bankers’ forum involving representatives of various banks, the state commissioner of police explained that it was necessary for bank management to realize the difference between policemen on guard and specie escorts.

He recalled that the two policemen killed by armed robbers on May 28, 2014, were pulled out from their duty post within the bank by a top bank official while mounting guard in a bank.

Ogunsakin pointed out that while policemen on guard were not allowed to embark on specie escort, those trained to escort vehicles, always put on body and move with armoured personnel carrier.

He said, “It is not the amount of policemen escorting cash that matters, but the quality of equipment available to them.

“Policemen were pulled out by a high ranking bank official from their bank guard duty and made to escort him with some cash, about 400,000 US Dollars. The men were ambushed and killed by robbers who also carted away the cash.

“While policemen on bank guard are to act as stationary units, policemen on specie escorts are released based on written request to the police headquarters.
“Specie escorts should have on them body armour and should use Armoured Personnel Carrier. Specie escorts should be the only ones to escort cash and banks should endeavour to make provisions for Armoured Personnel Carriers.”

The state police commissioner warned that the indiscriminate killing of his men through the use of policemen on bank guard would no longer be tolerated by his command.

He identified information management as another area to be taken serious before escorting money, saying, “We are still investigating the case but from previous experiences, we have seen that this kind of issue has to do with poor management of information mostly from low ranking workers, who have no business having knowledge of cash movement.”

Responding, the Chairman of the Bankers’ Forum, Mr. Paul Okoroafor, suggested that the police should provide the necessary information on the repairs and management of APCs owned by the security outfit.

Okoroafor also suggested recommended that the wearing of body armour be made compulsory to specie escorts and bank officials involved in the movement of huge cash.
